Missouri Course Access and Virtual School Program (MOCAP) Requirements

All potential courseware providers must complete the following requirements:


  1. Registration
  2. Register with  Missouri BUYS and submit a bid under MOCAP Courseware, Instructors, and Related Products and Services-DESE

  3. Compliance with State Requirements
  4. Providers must agree to reporting requirements, price cap, and payment methods outlined in  161.670 RSMo.

  5. Course Alignment
  6. All courses must align to the  Missouri Learning Standards and  162.1250 RSMo.
  7. Refer to the MOCAP  Course Alignment Guidance for additional details. Alignment assurance is required for all courses associated with state assessments.

  8. Accessibility Requirements
  9. Submit the  State of Missouri Web Accessibility Checklist, based on Web Content Accessibility Guidelines (WCAG) 2.1 standards. This serves as a Voluntary Product Accessibility Template (VPAT) and includes compliance with  Section 508 of the Workforce Investment Act of 1998 and  RSMO 161.935, covering the procurement, maintenance or use of  Information and Communication Technology (ICT).

  10. Educator Reporting
  11. Submit the following files to ensure educators hold appropriate certification:
  12. Educator Core FIle MOCAP
  13. Educator School File MOCAP
  14. Course Assignment MOCAP
  15. Refer to the  Directions to Submit Educators for Staff Assignment Report for guidance.

  16. Secure Submission of Sensitive Information
  17. Files containing personally identifiable information (PII) must be submitted through the Secure Site Transfer Form. All Security breach notification statutes must be followed.
