Missouri Course Access and Virtual School Program (MOCAP) Requirements

All potential courseware providers should register with  Missouri Buys. The bid is titled MOCAP Courseware, Instructors, and Related Products and Services – DESE.

Agree to reporting requirements, price cap, and payment methods as outlined in  161.670 RSMo

Assurance that courses align to the  Missouri Learning Standards and  162.1250 RSMo. Please refer to the MOCAP  Course Alignment Guidance. Alignment assurance is required for all MOCAP courses that have state assessments.

Submit the  State of Missouri Web Accessibility Checklist. This is a Voluntary Product Accessibility Template (VPAT) based on the international standards of the Web Content Accessibility Guidelines 2.1 (WCAG).  RSMO 161.935 requires that the procurement of information technologies comply with the provisions of  Section 508 of the Workforce Investment Act of 1998 regarding development, procurement, maintenance or use of Information and Communication Technology (ICT).  Information and Communication Technology (ICT) outlines compliance, equivalent facilitation and exceptions.

Files that contain personally identifiable information must be submitted through the  Secure transfer form Security breach notification statutes must be adhered to.
