Per 162.1250, RSMo, for purposes of the calculation and distribution of state school funding, attendance of a student taking a MOCAP or other virtual course offered by, or with the tuition being paid by the school district or charter school, but the course is taken offsite, can be claimed for state aid.
Per 161.670, RSMo, MOCAP host school districts will receive the state aid payments for students enrolled full-time in MOCAP. The resident district or charter school should transfer the full-time MOCAP student to the host school district. The MOCAP host district will receive the state aid for the student. The resident district will not pay tuition to the host school district or MOCAP provider.
For MOCAP full-time hosted virtual students, average daily attendance shall be calculated using the quotient or the sum of the quotients obtained by dividing the total number of hours attended in a term by enrolled students by the actual number of hours that the full-time hosted virtual program was in session in that term, and the provisions of section 162.1250 do not apply to the funding calculation. The attendance calculation is generated by the virtual provider and provided to the host district for submission to DESE per Section 161.670.2(1), RSMo.
In no case shall a student have more attendance and absent hours than the total possible calendar hours for their building and grade level for the time the student was enrolled at the LEA.
